According to U.S. Customs and Border Protection (CBP), commercial carriers from either Mexico or Canada entering the US must maintain an International Carrier bond that is CBP-filed at the port most frequently used. In addition, most carriers are enrolled in the Free and Secure Trade (FAST) program that expedites recurring shipments across borders. Obtaining a FAST card requires verifying and certifying each link, including the driver, carrier, manufacturer, and importer, with the Customs-Trade Partnership Against Terrorism (C-TPAT) program. Prior to importing goods into the US, the importer (or broker) must also be notified, such that the entry is filed and cleared with the CBP. This is completed using the Required Advance Electronic Presentation of Cargo Information system that has been in place since the early 2000s.
