Throughout 2017 and 2018, the Working Group undertook a series of meetings with stakeholders along the insulin supply chain, from manufacturers to distributors, pharmacy benefit managers (PBMs), pharmacies, health plans, and caregivers. Some of the problems the Working Group noted were: - a rebate system that encouraged high pricing, - lack of transparency throughout the supply chain, - substantial market power in the hands of PBMs, - burdensome regulations for biosimilar insulin development and approval, and - adverse medical care ramifications for insulin formulary decisions.
